Speaker's Corner - Protecting our Victoria Harbour

The Government is proposing to amend the Protection of the Harbour Ordinance (PHO) to allow greater flexibility for government to reclaim parts of the harbour.

Ian Brownlee and Paul Zimmerman will provide a lively presentation of their personal experiences of what the PHO means to the harbour and along the harbourfront. They will present their successes and failures in promoting the wise long-term use of the harbour as a natural heritage for the people of Hong Kong. They will also describe how a massive investment in environmental infrastructure by government has radically improved water quality, helped water sports and enabled marine ecology to flourish.

The Royal Hong Kong Yacht Club with its central location at Kellett Island in the harbour, has been at risk of a continual reduction in water areas for sailing, rowing and paddling activities. In recent years the central harbour has increasingly become a venue for water sports activities and other entertainment. To some extent these may now be at risk.

The proposed changes to the PHO will be explained and information provided, so that you can decide if you find these changes acceptable or not. The government consultation is now in progress and your written submission may be important.
