Scrutineering Letter in full:

Dear Person in Charge, 

Thanks for your entry for the Rolex China Sea Race 2010.

The scrutineering will be a two-stage process. The initial stage will be the Safety Checklist and the second stage will be the official scrutineer’s check.

The Chief Scrutineer for the Rolex China Sea Race 2010 is Mr. Nigel Reeves. He or one of his team will contact you directly as to when your yacht will be inspected.

Initially every yacht should arrange for the Person in charge and a suitably experienced sailor from another yacht entered in the race to go through the Safety Checklist provided by the Sailing Office. This form should be completed and then signed off by the Person-in-charge of the yacht and then submitted to the Sailing Office by Friday 05th March 2010, listing any non-compliance with the ISAF Offshore Special Regulations Cat 1 Regulations/RORC prescriptions along with the Safety Compliance Form & Declaration and Crew Experience form.

It is highly recommended that at least 30% of the crew is present for this check, as it will help everyone with their knowledge of the yacht and her equipment. Early return of forms before the deadline date will be extremely helpful to the Sailing Office and Boatyard if items of non-compliance require to be corrected.

Secondly an Official Scrutineer will be assigned to each yacht to come and check that all items of non-compliance from the Cat 1 Regulations have been corrected. The Scrutineer may choose to check all equipment, so please allow enough time for this. Again it is recommended that your crew are present for this inspection, especially if they were not available for the initial Safety Checklist inspection. This inspection is likely to take place in the two weeks before the race start or earlier if yachts are ready, so that you are able to load such items as Emergency Water etc.  

This may seem to be extra work; however this process will help increase the crew's understanding of the yacht and equipment on board. In the end all this exists ultimately for safety of the yacht and her crew.

Both the scrutineering checklist and the safety compliance form are attached. Please note that the scrutineering checklist is merely a checklist and is not the full ISAF Offshore Special Regulations list and you should not rely on this to get your boat ready. Please also note that the official scrutineer may wish to check other items not on this list.
