(Marine Works)
Marine Works in Causeway Bay Typhoon Shelter
With immediate effect and for a period of approximately 36 months, marine works involving site investigation, dredging operations, temporary reclamation, construction of temporary seawall and construction of tunnel will be carried out in the following areas in Causeway Bay Typhoon Shelter:
Area 1: This area is bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (D) and the adjacent shoreline:
(A) 22 17.056’ N 114 10.998’ E
(B) 22 17.075’ N 114 11.048’ E
(C) 22 17.007’ N 114 11.080’ E
(D) 22 16.965’ N 114 10.982’ E
Area 2: This area is bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (E) to (J) and the adjacent shoreline:
(E) 22 17.198’ N 114 11.334’ E
(F) 22 17.159’ N 114 11.297’ E
(G) 22 17.166’ N 114 11.288’ E
(H) 22 17.107’ N 114 11.226’ E
(I) 22 17.142’ N 114 11.193’ E
(J) 22 17.244’ N 114 11.300’ E
2. The works will be carried out by a flotilla of vessels including two jack-up platforms, one grab dredger, one split hopper barge, one flat top barge, one derrick barge, three tugs and some guard boats. The number of vessels engaged in the works will change from time to time to suit operational requirements.
3. A working area of approximately 25 metres around each jack-up platform will be established. Yellow flashing lights will be installed at the four corners of the jack-up platforms to indicate the positions of the platforms.
4. A working area of approximately 50 metres around the dredger and each barge will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the dredger and the barges.
5. A silt curtain, extending from the sea surface to the seabed, will be established around the dredger. The silt curtain is a large piece of netting used to contain mud and sediments. Yellow markers fitted with yellow flashing lights will be laid to mark the extent of the silt curtain.
6. The hours of work will be from 0700 to 2300 hours. Vessels employed for the works will stay in the works area outside the hours of work.
7. Vessels engaged in the works will display signals as prescribed in international and local regulations.
8. Vessels navigating in the vicinity should proceed with caution.
9. A drawing showing the works areas is attached to this Notice.
10. This Notice should be read in conjunction with Marine Department Notice No. 179 of 2010.

MARINE DEPARTMENT NOTICE NO. 139 OF 2009
(Statutory Requirements and Related Information)
Requirement to Produce Local Certificates of Competency
This Notice is to remind coxswains, engine operators and pleasure vessel operators to carry with them local certificates of competency, or their equivalents, when operating local vessels in the waters of Hong Kong .
2. The Merchant Shipping (Local Vessels) Ordinance (Cap. 548) and its subsidiary legislation including the Merchant Shipping (Local Vessels) (Certification and Licensing) Regulation (Cap. 548D) came into operation on 2 January 2007.
According to section 50 of Cap. 548D a person while in charge of a local vessel fitted with a propulsion engine shall carry with him/her in the vessel local certificates of competency, or their equivalents, and shall, on request by an authorized officer, produce them for inspection.
Upon commencement of Cap. 548 and its subsidiary legislation, the former provision allowing holders of local certificates of competency for pleasure vessels who have failed to produce their certificates for inspection when so required to tender their certificates to the Marine Department for inspection within 72 hours thereafter, has been repealed.
3. Any person who operates a local vessel without carrying with him/her local certificates of competency, or their equivalents, commits an offence and is liable on conviction to a fine under section 50 of Cap. 548D.

With effect from 1 September 2008, applications for making alterations to local vessels which do not require the issue of a certificate of survey or a certificate of inspection*, should be made as follows;
[1] Before making any alteration to the hull, structure or fitted engine of the vessel, the owner shall apply for written permission from the Marine Department by completing the form "Notification of Change of Particulars in Certificate of Ownership".
[2] The Marine Department will issue written permission to the owner, valid for one month. The owner is required to make an application for renewal of the Certificate of Ownership and Operating Licence within seven (7) working days of the alteration work being completed.
* Vessels include;
[i] Class II transportation sampan and work boat;
[ii] Class III fishing sampan and outboard open sampan; and
[iii] Class VI pleasure vessels
